  • Implementing policy decisions made by the City Council
  • Preparing recommended budgets
  • Coordinating city operations and programs
  • Appointing and supervising city personnel
  • Enforcing municipal laws and ordinances
  • Recommending improvements in operations for the City of Deer Park

James Stokes became City Manager of Deer Park in April 2010. He holds a Bachelor of Arts degree in Political Science from Abilene Christian University and a Master of Public Policy and Administration degree from Baylor University. Stokes is a member of the Texas City Management Association, and currently is its President. He has served on the Board of Trustees of the Texas Municipal League - Health Benefits Pool since 2006.
